The game takes place sometime between "Universe 6" and "Future Trunks" arcs of Dragon Ball Super. The game's main antagonist, Android 21 (or later, her evil-half), was a normal female human who eventually became an Android created by the Red Ribbon Army after her son became the model for Android 16. Once she awakens, she repairs 16 and uses the Dragon Balls to resurrect Frieza, Cell, Nappa, and the Ginyu Force, and seals away the powers and souls of all of Earth's strongest warriors. Wanting to control the hungry monster within her, she and 16 develop a linking system originally created by Dr. Gero in which a human soul (the player) can possess the warriors and provide them strength.

Furthermore, some activities and dialogue choices may be limited by the protagonist's five attributes; Understanding, Diligence, Courage, Knowledge, and Expression, which can be increased by performing certain activities that build them. Whilst the player is free to choose how to spend their time if they fail to rescue someone who is trapped in the TV World by the time fog appears in town, which takes place after several days of consecutive rain, that person will get killed by the shadows and the game will end, forcing the player to return to a week prior.

Semyon is a reclusive 25-year-old living in a large city somewhere in the early 21st century Russia, spending most of his time in his flat interacting with others on his computer and earning enough to keep the bills paid. One winter day he boards a bus to attend a reunion, falls asleep along the way, and awakens to find it's now summer and he's dropped off at the front gates of a place called Sovionok (Совёнок, "owlet" in Russian). Semyon soon discovers it is a Pioneer Camp populated by youth, including several attractive girls who show interest in him; furthermore, he has reverted to his 17-year-old self and it is now the mid-1980s Soviet Union. In the days that follow, Semyon must navigate the relationships and possibly find love with the various people he encounters, while trying to solve the mystery of how and why he was brought to this place, and how to escape and return to his former life once it becomes evident he may be trapped in a time loop.
The game uses texts and sprites in a manner similar to many Japanese visual novels and runs on the Ren'Py visual novel engine. At various points, the player must make choices that will affect dialogue and determine what path the game will take. The game has multiple endings, some of them portraying Semyon forming a romantic relationship with one of the female characters, while others end badly. Some of the endings are not available until they are unlocked by completing other endings.

The player and Io meet Louis Amamiya, who sees the player successfully make contact with the vestige of a Lost without becoming frenzied, acquiring that Lost's memories and their Blood Code (a unique property to every Revenant that grants them their personal powers.)

Ni no Kuni II: Revenant Kingdom is a role-playing game played from a third-person perspective. Players complete quests—linear scenarios with set objectives—to progress through the story. Upon leaving a location, players enter the World Map, which can be used to select a destination; the overworld represents a diorama, and the characters are portrayed with a chibi-like design.

During battles, players command a single ally in their party; a party consists of three chosen characters, which can be switched between at any time during battle.
